(AP) ? Syrian rebels stepped up their siege of a military base in north of the country Friday as government warplanes bombed surrounding areas to support the defenders, activists said.

The fighting around Mannagh airbase near the Turkish border came as foreign ministry officials in Ankara said two Syrian air force generals had defected and crossed the border.

Rebels have been advancing in different areas in northern Syria, capturing several bases in and around the embattled city of Aleppo in recent weeks.

"The fighting did not stop all night around Mannagh airport," said Aleppo-based activist Mohammed Saeed. He added that Syrian military warplanes bombed rebel positions around the camp in an attempt to take the pressure off the base.

The Britain-based Syrian Observatory for Human Rights said rebels reached the edge of the air base late Thursday and that heavy fighting continued into Friday.

The Observatory and Saeed also reported heavy clashes between troops and rebels in an around the Palestinian refugee camp of Handarat in Aleppo, Syria's largest city and commercial center, which opposition fighters have been trying for six months to capture.

Meanwhile, Russia's foreign minister said Moscow has proposed talks with the main Syrian opposition coalition, even though it had previously criticized Western countries for recognizing the group.

Sergey Lavrov told reporters that Russia has contacted the Syrian National Coalition for Opposition and Revolutionary Forces through the Russian Embassy in Egypt and "we expressed readiness to conduct a meeting" with coalition leader Mouaz al-Khatib.

The opposition leader al-Khatib quickly delivered an apparent snub: "If we don't represent the Syrian people why is he inviting us?" He called on Russia to demand that President Bashar Assad step down, "a main condition in any negotiations."

"The Syrian people haven't heard one fair word from Russia to the Syrian people, especially to the children, innocent people and civilians who are killed every day with Russian weapons," al-Khatib said in an interview with Al-Jazeera TV.

Russia has been one of Assad's strongest supporters and used its veto right alongside China at the U.N. Security Council to protect its old ally from international sanctions.

It has increasingly sought to distance itself from the Syrian strongman with top Russian officials, including President Vladimir Putin, making comments that suggest Russia is resigned to Assad losing power.

However, Russia continues to oppose calls for Assad's ouster, and has criticized Western countries for recognizing the opposition coalition, formed in November, as the legitimate representatives of the Syrian people. Moscow says this runs counter to agreements seeking to promote political transition in Syria.

In Beirut, airport officials said the U.N. envoy for Syria Lakhdar Brahimi left Lebanon to Dubai on his way to Moscow where is expected to discuss the Syria civil war with Russian officials later this week.

In Turkey, foreign ministry officials said Friday that the two defecting generals were "regional Syrian Air Force commanders" and are now in a camp where army defectors stay in the country.

They refused to give the generals' identities or say how they escaped from Syria. They spoke anonymously as they were not authorized to talk to the press.

The defection comes days after the commander of Syria's military police Maj. Gen. Abdul-Aziz Jassem al-Shallal defected to Turkey. Al-Shallal is among the most senior members of Assad's military to defect.

Dozens of Syrian generals have defected since the country's crisis began in March 2011.

In other parts of the country, the Observatory reported fighting and shelling in areas including some neighborhoods of the capital Damascus, its suburbs, the central province of Hama and Homs and the region of Quneitra on the edge of the Israeli-occupied Golan Heights.

The Observatory reported heavy clashes in the southern province of Daraa, mostly in the town of Busra al-Harir, and the Tel Shehab area near the border with Jordan.

Syrian rebels are fighting a 21-month-old revolt against President Bashar Assad's regime. Activists say more than 40,000 people have been killed in the crisis, which began with pro-democracy protests but has morphed into a civil war.

RSC Energia has announced that it has finished the design of a prototype spacecraft under the country's Prospective Piloted Transport System -- the equivalent of the Orion program. The as-yet unnamed craft is expected to be ready for testing by 2017, and unlike the current model, will be fully reusable. It's been designed not only as a taxi to take cosmonauts (and the odd multi-billionaire) to the International Space Station, but also ferry crews to the moon. That is, of course, assuming that Elon Musk doesn't get there first and make the moon his summer home.

The 24-year-old son of former Pakistani Prime Minister Benazir Bhutto launched his political career Thursday with a fiery speech before thousands of cheering supporters observing the fifth anniversary of his mother's assassination.

Bilawal Bhutto Zardari's speech comes several months before national elections are expected to be held. He is too young to participate in the elections himself ? the minimum age is 25 ? but is likely to be a key asset for the ruling Pakistan People's Party. The party's popularity has plummeted since it took power nearly five years ago as the country has struggled with a weak economy and bloody Taliban insurgency.


Before dawn on the same day, dozens of militants armed with rocket-propelled grenades and automatic weapons attacked two tribal police posts in Pakistan's northwest, killing two policemen, officials said. Twenty-one other policemen are missing and presumed kidnapped.

Zardari was made chairman of the Pakistan People's Party after his mother's death but has mainly played a background role until now while he completed his studies at Oxford University in Britain.

"I want to tell you that thanks to God he has completed his studies, but now is the time of his training," his father, President Asif Ali Zardari, told the crowd of supporters Thursday in Garhi Khuda Bakhsh village in southern Sindh province, site of the Bhutto family mausoleum. "He has to study Pakistan, he has to learn from you and he has to work according to your thinking."

The Bhutto family has played a prominent role in Pakistani politics for much of the country's 65-year history. Bilawal Bhutto Zardari's grandfather, Zulfikar Ali Bhutto, founded the Pakistan People's Party and served as both the country's president and prime minister in the 1970s. He was eventually hanged in 1979 after Gen. Zia ul-Haq seized power in a military coup.

Benazir Bhutto twice served as prime minister in the 1980s and 1990s but never completed a full term. Her governments were dismissed both times under the cloud of corruption allegations by presidents who were close to the country's powerful army. She was killed in a gun and suicide bomb attack on Dec. 27, 2007, shortly after returning from self-imposed exile to participate in national elections.

After her death, the Pakistan People's Party rode a wave of public sympathy to garner the most seats in the 2008 elections, and Asif Ali Zardari was elected president. But the popularity of both the party and the president has fallen significantly since then as the government has failed to address pressing problems, such as Pakistan's shortage of electricity and stuttering economy. The government has also struggled in its fight against the Pakistani Taliban, who have killed thousands of people in attacks throughout the country.

Rasul Bakhsh Rais, a political science professor at Lahore University of Management Sciences, said it was not a surprise that the Pakistan People's Party unveiled Bilawal Bhutto Zardari in an attempt to boost its fortunes in the upcoming elections, which are expected by June at the latest.

"This is Pakistan and dynastic politics is the norm," said Rais. "Bilawal is perhaps the only card left in the chest of the Pakistan People's Party."

Both Bilawal Bhutto Zardari and his father sought to whip up the emotions of the crowd Thursday by shouting "Long live Bhutto" and "Bhutto is alive." Many of the supporters waved the red, black and green flag of the Pakistan People's Party and held pictures of Benazir Bhutto and her father.

"If you kill one Bhutto, one thousand more Bhuttos will emerge," said Bilawal Bhutto Zardari.

He took a swipe at the judiciary, which has clashed with the current government, by asking why people arrested for suspected involvement in his mother's murder have yet to be convicted.

But some critics have questioned why Zardari has not done more to push forward the investigation during more than four years as president.

The president at the time of her death, Gen. Pervez Musharraf, blamed the Pakistani Taliban for the attack, and five suspected militants are facing trial for alleged involvement in the killing. The Pakistani Taliban have denied targeting Bhutto.

A Pakistani court issued an arrest warrant for Musharraf last year over allegations he played a role in the attack, which he has denied. Arrest warrants were also issued for two senior police officials accused of negligence in the assassination. Prosecutors accused one of the officials of failing to provide proper security for Bhutto and the other of cleaning the crime scene before evidence could be collected.

A U.N. investigation into the assassination said it could have been prevented and blamed all levels of government for failing to provide adequate security. It also accused intelligence agencies and other officials of severely hampering the investigation into those behind her murder.

The attack on the tribal police posts before dawn Thursday took place in the town of Darra Adam Khel in Khyber Pakhtunkhwa province, government officials said. The town is located near Pakistan's tribal region, the main sanctuary for Taliban militants in the country.

Security forces have launched an operation to try to recover the 21 missing policemen, said the officials, speaking on condition of anonymity because they were not authorized to talk to the media.

No group has claimed responsibility for the attack, but suspicion will likely fall on the Pakistani Taliban.

2012 Climate Change News That Made Headlines This Year

Global warming was hot news this year, literally.

Perhaps the most unavoidable climate story of 2012 was the warmth that gripped much of the United States, and to a lesser degree, the planet, throughout the entire year. Heat waves brought "spring in March" to parts of the country, and broke all-time high-temperature records in a number of places. This, inevitably, led to a discussion of global warming and the degree to which it contributes to some types of extreme weather, in this case heat waves.

In fact, prominent climate scientist James Hansen, of NASA's Goddard Institute for Space Studies, and colleagues published research saying recent heat waves "were a consequence of global warming, because their likelihood in the absence of global warming was exceedingly small." Some other climate scientists, however, disagreed about the degree to which heat waves can be attributed to climate change.

Meanwhile, many of the top climate stories this year have become something like annual rites recently, as people around the world grapple with human-caused climate change, and attempt to address it and its effects. [7 Hottest Climate Change Stories of 2012]

Natural disasters, such as Hurricane Sandy (actually a hybrid storm) this year like others last year, have sparked discussion of the connection between climate change and increased risk for some extreme weather events. A majority of Americans also seem to be making the connection between extreme weather and climate change, according to surveys by the?Yale Project on Climate Change Communication?and the George Mason University Center for Climate Change Communication.

In reality, attributing any single weather event to global warming is tricky, though some scientists said the planet's increasing temperatures may have worsened Sandy. "The climate influences on this are what we might call the 'new normal,' the changed environment this storm is operating in," Kevin Trenberth, who heads the climate analysis section of the National Center for Atmospheric Research, told LiveScience at the end of October. For instance, the warmer ocean surfaces ? which fuel hurricanes ? may increase the risk that a storm will become more intense, Trenberth said. In addition, rising sea levels worsen the risk of flooding, the cause of much of the devastation Sandy wrought.

Likewise, global climate talks moved forward slowly, as they have in the last few years, against warnings that nations must curb the planet's rising greenhouse gas emissions or face dramatic consequences.

This year also brought some milestones. Arctic sea-ice cover retreated to a record low in September. As with unusually warming temperatures, the record sea-ice retreat did not come out of the blue. In recent years, the sea-ice cover has fallen below the average extent for 1979 to 2000, and, likewise, the first decade of this century was the warmest decade ever recorded in all continents of the globe, according to the World Meteorological Organization.

Scientists who study sea ice have blamed a combination of natural fluctuations and human-caused warming for the increased loss of ice, although some differ as to how much humans have contributed, Claire Parkinson, a senior scientist who studies climate at NASA's Goddard Space Flight Center, said in September.

Early in the year, the United States, once the biggest contributor to greenhouse gas emissions, saw its carbon-dioxide emissions from energy use drop to the lowest level since 1992, a decline the Department of Energy attributed to a mild winter, a shift from coal to natural gas and a slow economy. In 2011, the United States contributed 16 percent to the world's emissions from fossil fuel use, behind the 28 percent contribution from the top emitter, now China, according to a report by the Global Carbon Project.?

(AP) ? Former Atlanta Braves star center fielder Andruw Jones was free on bond after being arrested in suburban Atlanta early Tuesday on a battery charge, according to jail records.

Around 1:30 a.m. Tuesday, police responded to a call for a domestic dispute between Jones and his wife in Duluth.

Gwinnett County Detention Center records say Jones was booked into the jail around 3:45 a.m. and had been released on $2,400 bond by 11 a.m.

Once one of the premier players in the big leagues, Jones broke into the majors with the Atlanta Braves in 1996 and won 10 consecutive Gold Gloves from 1998-07 as their center fielder. He has 434 career home runs over the span of 17 seasons in the majors.

Jones earlier this month signed a $3.5 million, one-year contract with the Tohoku Rakuten Golden Eagles of Japan's Pacific League.

Yen on defensive on U.S. fiscal worry, helps Nikkei

TOKYO (Reuters) - Uncertainty over whether U.S. lawmakers will strike a deal by an end-of-year deadline to avert a severe fiscal retrenchment undermined the yen and bolstered Japanese shares on Tuesday in low volume, with many participants away on Christmas holiday.

The dollar rose to a 20-month high of 84.965 yen early on Tuesday in Asia, as Japanese markets caught up with global investors who had reacted overnight to incoming Japanese Prime Minister Shinzo Abe's weekend comments that raised the pressure on the Bank of Japan.

During a meeting on Tuesday with officials from Japan's major business lobby, Keidanren, Abe reiterated calls on the BOJ to conduct bold monetary easing to beat deflation by setting an inflation target of 2 percent.

The head of Abe's coalition partner said on Tuesday the coalition party and Abe had agreed to set a 2 percent inflation target and compile a large stimulus budget to help the economy return to growth and overcome deflation.

The yen has come under pressure as a result of expectations that the BOJ will be compelled to adopt more drastic monetary stimulus measures next year.

The dollar was expected to stay firm this week as investors repatriate dollars, and as the U.S. fiscal impasse is likely to continue to sap investor appetite for risky assets and raise the dollar's safe-haven appeal.

"The dollar is seen relatively well bid, with all focus on the fiscal cliff," said Yuji Saito, director of foreign exchange at Credit Agricole in Tokyo.

"Negotiations may be carried over the weekend, but markets still expect a deal to be struck by December 31. It is unthinkable that the U.S. will risk driving its economic growth sharply lower by not agreeing to avoid it."

U.S. lawmakers and President Barack Obama were on Christmas holiday and talks were unlikely to resume until later in the week.

House of Representatives Speaker John Boehner failed to gain support for a tax plan at the end of last week, raising fears that the United States may face the "fiscal cliff" of some $600 billion in automatic spending cuts and tax increases set to start on January 1.

Japan's Nikkei stock average <.n225> resumed trading after a three-day weekend with a 1.1 percent gain, recapturing the key 10,000 mark it ceded on Friday after Boehner's failure sparked a broad market sell-off and the Tokyo benchmark closed down 1 percent. The Nikkei was likely to be supported as long as the yen stayed weak. <.t/>

"Ongoing optimism about the weak yen is lifting hopes that exporters' earnings will be better than expected," said Hiroichi Nishi, general manager at SMBC Nikko Securities.

Analysts say a near-term correction may be possible as the index is now in "overbought" territory after gaining 16.2 percent over the last six weeks, hitting a nine-month high last Friday. Its 14-day relative strength index was at 72.34, above the 70 level that signals an overbought condition.

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> nudged up 0.1 percent, driven higher by surging Shanghai shares, as most Asian bourses were shut for Christmas.

The Shanghai Composite Index <.ssec> soared over 2 percent to five-month highs as investors bought property stocks on mounting optimism about the sector. Taiwan shares <.twii> jumped 1.3 percent on gains in technology and financial shares.

Goro Ohwada, president and CEO at Japan-based fund of hedge funds Aino Investment Corp, said investors were likely to focus on economic fundamentals and the United States for cues on investment direction in 2013.

"There is a feeling that an investment strategy based on economic fundamentals may finally work next year, with asset prices more closely reflecting fair value. The problem is, we don't know yet which asset is a better bet than others," Ohwada said, adding that oil and gold appeared to be near their highs.

Naohiro Niimura, a partner at research and consulting firm Market Risk Advisory, said commodities and energy prices will likely move in tight ranges in 2013, with investors eyeing political events, including the U.S. fiscal cliff outlook, Italian parliamentary election set for February 24-25, and Germany's elections in September.

"The macroeconomic policies taken this year around the world to support growth are expected to result in a moderate recovery in 2013 to reduce an excessive downside risk to prices. This will likely keep commodities, gold and energy prices near their highs," Niimura said.

How does a traffic cop ticket a driverless car?

Rapid progress means self-driving cars are in the fast lane to consumer reality. Is the law up to speed too, asks legal expert Bryant Walker Smith

EVER since the 1930s, self-driving cars have been just 20 years away. Many of those earlier visions, however, depended on changes to physical infrastructure that never came about - like special roads embedded with magnets.

Fast forward to today, and many of the modern concepts for such vehicles are intended to work with existing technologies. These supercomputers-on-wheels use a variety of onboard sensors - and, in some cases, stored maps or communications from other vehicles - to assist or even replace human drivers under specific conditions. And they have the potential to adapt to changes in existing infrastructure rather than requiring it to alter for them.

Infrastructure, however, is more than just roads, pavements, signs and signals. In a broad sense, it also includes the laws that govern motor vehicles: driver licensing requirements, rules of the road and principles of product liability, to name but a few. One major question remains though. Will tomorrow's cars and trucks have to adapt to today's legal infrastructure, or will that infrastructure adapt to them?

Consider the most basic question: are self-driving vehicles legal today? For the US, the short answer is that they probably can be (the long answer runs to nearly 100 pages). Granted, such vehicles must have drivers, and drivers must be able to control their vehicles - these are international requirements that date back to 1926, when horses and cattle were far more likely to be "driverless" than cars. Regardless, these rules, and many others that assume a human presence, do not necessarily prohibit vehicles from steering, braking and accelerating by themselves. Indeed, three US states - Nevada, Florida and most recently California - have passed laws to make that conclusion explicit, at least to a point.

Still unclear, even with these early adopters, is the precise responsibility of the human user, assuming one exists. Must the "driver" remain vigilant, their hands on the wheel and their eyes on the road? If not, what are they allowed to do inside, or outside, the vehicle? Under Nevada law, the person who tells a self-driving vehicle to drive becomes its driver. Unlike the driver of an ordinary vehicle, that person may send text messages. However, they may not "drive" drunk - even if sitting in a bar while the car is self-parking. Broadening the practical and economic appeal of self-driving vehicles may require releasing their human users from many of the current legal duties of driving.

For now, however, the appropriate role of a self-driving vehicle's human operator is not merely a legal question; it is also a technical one. At least at normal speeds, early generations of such vehicles are likely to be joint human-computer systems; the computer may be able to direct the vehicle on certain kinds of roads in certain kinds of traffic and weather, but its human partner may need to be ready to take over in some situations, such as unexpected road works.

A great deal of research will be done on how these transitions should be managed. Consider, for example, how much time you would need to stop reading this article, look up at the road, figure out where you are and resume steering and braking. And consider how far your car would travel in that time. (Note: do not attempt this while driving your own car.)

Technical questions like this mean it will be a while before your children are delivered to school by taxis automatically dispatched and driven by computers, or your latest online purchases arrive in a driver-less delivery truck. That also means we have time to figure out some of the truly futuristic legal questions: How do you ticket a robot? Who should pay? And can it play (or drive) by different rules of the road?

Data protection is a more pressing issue. Many cars and trucks available today already collect driving data through onboard sensors, computers and cellular devices. But imagine taking a dozen smartphones, turning on all of their sensors and cameras, linking them to your social media accounts, and affixing them to the inside and outside of your vehicle. That is an understatement of a self-driving vehicle's potential data collection. Because consumer versions of such vehicles do not yet exist, we don't know what data will actually be collected or how it will be transmitted and used. However, legal issues related to disclosure, consent and ownership will mix with important policy questions about the costs and benefits of data sharing. Indeed, some research vehicles in Germany already have privacy notices printed on their sides to warn other road users.

Finally, what happens when things go wrong - or at least not as right as they might? Given that the vast majority of crashes are caused at least in part by human error, self-driving vehicles have huge potential to save lives. But they will not be perfect; after all, humans will remain in the design loop even after they are out of the driving loop. To what standard, then, should these vehicles be held? Must they perform as well as a perfect human driver for any conceivable manoeuvre? Or must they perform merely as well as an average human in a statistical sense? In any case, how should that performance be measured?

These questions will be considered explicitly or implicitly by the regulators who create new standards, the judges and juries that decide who should pay for injuries, and how much, and the consumers who decide what kind of car to buy. The uncertainty that surrounds the answers will affect the speed and price at which these new technologies are introduced.

Why do these questions matter so much? Because ultimately their most meaningful answers will, one hopes, be expressed in terms of lives saved.

Egypt ex-jihadi group: opposition used violence

CAIRO (AP) ? The leader of a former jihadist group who is now a member of Egyptian parliament accused the largely secular opposition on Monday of using violence in the country's political struggle.

Another member of the same group, who served 29 years in prison for his role as a conspirator in the 1981 assassination of President Sadat, charged that opponents of Islamist President Mohammed Morsi are trying to drag the country into a civil war.

The two ? Safwat Abdel-Ghani and Tarek el-Zumor ? are members of the Islamic Group, or Gamaa Islamiya, which was among militant groups behind one of the longest waves of violence against the Egyptian regime in the 1980s and 1990s. The group renounced violence while most of its leaders were imprisoned under Hosni Mubarak's regime.

Since Mubarak's ouster in February 2011 following a popular uprising, the group has formed an Islamist political party and its leaders have become important players in the new political scene, dominated by Islamists.

The accusations come amid a highly charged atmosphere in Egypt after a polarizing, monthlong fight over the Islamist-drafted constitution. The charter passed with 64 percent in a referendum, according to unofficial results.

Official results had been expected on Monday but did not come out. An official at the electoral commission said it is currently reviewing more than 400 complaints of fraud and violations by the opposition before announcing the results on Tuesday. He spoke on condition of anonymity because he was not authorized to speak to the media.

Abdel-Ghani was speaking at a news conference to launch his group's initiative for a national dialogue aimed at bridging the deep rifts.

"There is no doubt that the opposition has failed miserably in achieving its goals. This failure has reasons," Abdel-Ghani told a news conference. "The first of these reasons is that it resorted to violence and used thugs to express its opinions."

Abdel-Ghani was detained in 1981 as a suspect in Sadat's assassination but was released a few years later and not charged. He served other prison sentences in a later assassination of the parliament speaker in the 1990s. President Mohammed Morsi appointed him over the weekend to the upper house of parliament, just days before the chamber assumes temporary legislative powers.

Islamist groups have risen to domination over Egypt's government in the wake of the uprising, and some of them have threatened to push their own vigilantes to protect them against violent clashes. Islamist groups also accuse former regime officials of using the charged political atmosphere to create chaos and undermine Morsi.

The opposition, made up of liberal and leftist groups, has accused Islamists of trying to clamp down on dissenting voices and spreading fear.

"We call on all political forces in Egypt ... to immediately give up all elements that almost led Egypt to civil war and for all those who participated in this to apologize," said el-Zumor of Gamaa Islamiya.

The recent flare-up of political tensions has turned deadly at times. On Dec. 5, clashes erupted between supporters and opponents of Morsi at the presidential palace, when Morsi supporters attacked the opposition. At least 10 people died, and the Brotherhood claims most of those who died were their supporters.

The offices of the Brotherhood and the liberal al-Wafd party were attacked.

Hossam Mounes, a member of the opposition National Salvation Front, said the accusations of using violence are "clumsy" and not based on evidence.

"The history of Islamist groups was based on bearing arms, and now they speak of democracy," he said. "Some of the Islamist groups are really feeling the tension against them and they can't understand that democracy is a practice and is not only a means to get to power."

Abdel-Ghani also said the opposition has failed because it campaigned against Islamic law, or Shariah, and relied on mobilization of Christians by the church to take part in protests.

With the referendum results expected on Tuesday, Morsi ordered parliament's upper chamber, the Shura Council, to convene on Wednesday.

The new constitution would give the council powers to legislate until the lower house is elected within the next two months. Morsi has held legislative powers for months now since a court disbanded the lower house of parliament.

Over the weekend, Morsi appointed 90 members to the Islamist-dominated Shura Council, in an attempt to make the body more representative. The 90 include at least 30 Islamists and a dozen minority Christians. The council now has a total of 270 members, two-thirds of them elected. Critics, however, say most of the representatives are either Islamists or their supporters.

The council was elected last winter in a vote with an extremely low turnout of less than 10 percent of Egypt's 51 million eligible voters.

WASHINGTON (AP) ? Senators bickered Sunday over who's to blame for lurching the country toward a year-end "fiscal cliff," bemoaning the lack of a deal days before the deadline but bridging no differences in the debate.

With the collapse Thursday of House Speaker John Boehner's plan to allow tax rates to rise on million-dollar-plus incomes, Sen. Joe Lieberman said "it's the first time that I feel it's more likely we'll go over the cliff than not," meaning that higher taxes for most Americans and painful federal agency budget cuts would be in line to go ahead.

"If we allow that to happen it will be the most colossal consequential act of congressional irresponsibility in a long time, maybe ever in American history because of the impact it'll have on almost every American," said Lieberman, a Connecticut independent.

Wyoming Sen. Jon Barrasso, a member of the GOP leadership, predicted that the new year would come without an agreement, and he faulted the White House.

"I believe the president is eager to go over the cliff for political purposes. He senses a victory at the bottom of the cliff," he said.

Democratic Sen. Kent Conrad of North Dakota, chairman of the Senate Budget Committee, was incredulous at Barrasso's assertion that 'there is only one person that can provide the leadership" on such a matter vital to the nation's interests.

"There are 535 of us that can provide leadership. There are 435 in the House, 100 in the Senate and there is the president, all of us have a responsibility here," he said. "And, you know what is happening? What is happening is the same old tired blame game. He said/she said. I think the American people are tired of it. What they want to hear is what is the solution?"

No solution seemed any nearer, with Obama and Congress on a short holiday break. Congress is expected to be back at work Thursday and Obama in the White House after a few days in Hawaii.

"It is time to get back to the table," said Sen. Amy Klobuchar, D-Minn., "And I hope if anyone sees these representatives from the House in line shopping or getting their Christmas turkey, they wish them a merry Christmas, they're civil, and then say go back to the table, not your own table, the table in Washington."

Predicted Lieberman: "We're going to spend New Year's Eve here I believe."

Obama already has scaled back his ambitions for a sweeping budget bargain. Before leaving the capital on Friday, he called for a limited measure that extend George W. Bush-era tax cuts for most people and stave off federal spending cuts. The president also urged Congress to extend jobless benefits for the long-term unemployed that would otherwise be cut off for 2 million people at the end of the year.

"The truth of the matter is, if we do fall off the cliff after the president is inaugurated, he'll come back, propose just what he proposed ... in leaving Washington and we'll end up adopting it, but why should we put the markets in such turmoil and the people misunderstanding or lack of confidence," said Sen. Johnny Isakson, R-Ga. "Why not go ahead and act now?

Obama's announcement late Friday suggested that a smaller deal may rest in the Senate, given the failure of Boehner's option in the House.

"The ball is now clearly with the Senate," said Lieberman.

He said Senate Majority Leader Harry Reid, D-Nev., and GOP leader Mitch McConnell of Kentucky "have the ability to put this together again and pass something. It won't be a big, grand bargain to take care of the total debt, but they can do some things that will avoid the worst consequences going over the fiscal cliff."

Sen. Kay Bailey Hutchison said she expects "it is going to be a patch because in four days we can't solve everything."

It was only a week ago when news emerged that Obama and Boehner had significantly narrowed their differences. Both were offering a cut in taxes for most Americans, an increase for a relative few and cuts of roughly $1 trillion in spending over a year. Also included was a scaling back of future cost-of-living increases for Social Security recipients ? a concession on the president's part as much as agreeing to higher tax rates was for the speaker.

Lieberman was on CNN's "State of the Union," while Barrasso and Conrad appeared on "Fox News Sunday." Klobuchar and Isakson were on "Fox News Sunday," while Hutchison was on CBS' "Face the Nation."

An online gambling bill that has died twice before has come back. ?On Thursday, December 20th, New Jersey?s State Senate passed an?online gambling bill?? by a vote of 32-4, nearly identical to its vote on a 2011 bill that was vetoed by New Jersey?s Governor Chris Christie. ?Another version of the bill died in May 2012, without a full Senate vote. ?The new bill had passed the assembly two days before, on December 18th.

The bill, amending the NJ Casino Control Act, would permit??Atlantic City casinos to host websites offering poker and casino games ? and any game permitted at the casinos themselves. ? Governor Christie now has 45 days ?to either sign it, veto it or do nothing and allow it to become law when the 45 days lapses.

Christie had vetoed the original bill in March 2011, citing ?legal and constitutional concerns.? ? Back then, Christie was particularly opposed to that bill?s provision of subsidies to horse racing purses. ?He also cited concerns that the bill might violate New Jersey?s Constitution, which only permits casino gambling in Atlantic City: ?he labeled a ?legal fiction? the bill?s presumption that all internet bets would be deemed to originate in Atlantic City.

The bill now sitting on Governor Christie?s desk has resolved both of those issues. ?A provision permitting $30 million in racing subsides was removed from the bill in December. ?At the same time, the legislature secured expert opinions that so long as the servers processing the bets were located in Atlantic City, New Jersey?s constitution wasn?t violated. ?(There is analogous precedent in the Interstate Horseracing Act ? which allows states to decide whether bettors can bet from home phones and computers. ? Under the IHA, state legislatures were permitted to adopt a similar ?legal fiction? that bets, known as Advanced Deposit Wagers, occur at tracks and OTBs even though bettors are at home.)

There is thus reason to believe that Christie may be more favorable to the bill this time. ?In addition, in December 2011, the U.S. Department of Justice announced its opinion that the U.S. Wire Act did?not?prohibit states from licensing intrastate online casinos ? thus opening the door to state licensing and multi-state compacts.

If passed, the bill would permit licensed Atlantic City casinos to create online operations, provided that all ?equipment used . . . to conduct Internet gaming? is on their own ?premises.? ?Other significant elements of the bill:

  • The New Jersey Division of Gaming Enforcement will create standards for software and equipment used in Internet gaming, including ??mechanical, electrical or program reliability, security against tampering, the comprehensibility of wagering, and noise and light levels.?
  • Casinos would be required to ?verify? that a player is ?physically present? in New Jersey at every log-in: ?this could create challenges for geo-location software, which is often accurate only to several miles (at best). ?Philadelphia, for instance, is just across a river from New Jersey, and some of the state?s larger cities are jogging distance from New York. ?(Mobile gaming by contrast, which can use GPS tracking, can be far more accurate.)
  • The bill does not require age verification. ?While it prohibits casinos from permitting bettors under 21, it creates a defense where a bettor has claimed to be 21 and the casino accepted that in good faith. ?It is unclear whether the Division of Gaming Enforcement would require age verification software, as is commonly required, for instance, under European regimes and the Delaware online gaming statute signed this summer.

'Tis the season to be jolly, enjoy that "sentimental feeling," and sing about those sleigh bells ring-a-lingin', right? In reality, the holidays are a notoriously stressful time for many of us: Last minute gifting, overbearing in-laws and treats that leave us in week-long sugar comas are all triggers that can leave us desperate for a breather.

In an effort grab stress by the horns (or, maybe antlers in this case), we asked HuffPost staffers to share their tricks for de-stressing over the holidays. Some felt they were destined to be stressed ("I'll let you know when I find out," a not-to-be-named HuffPost staffer groaned), but others were more solution-oriented.
