Iraq bars Syria-bound plane with suspected arms

BEIRUT (AP) ? Iraq prevented a North Korean plane from entering its airspace on suspicion it was carrying weapons for Syria, prompting praise from the U.S. on Friday but also demands for a ban of Iranian aircraft with similar suspect cargo.

Iraq's decision could potentially close a supply line for Syrian President Bashar Assad's embattled regime, which is fighting a civil war against rebels trying to topple him.

U.S. officials have accused Baghdad of allowing Iran ? like North Korea an ally of Syria ? to fly weapons to Syrian forces through Iraqi airspace, a charge Iraq has denied.

"We urge the government of Iraq to take additional steps to prevent others, including Iran, from abusing its airspace by shipping arms to Syria," U.S. State Department spokesman Michael Lavallee said, calling the move to ban the North Korean flight a "positive step."

Syria's conflict has reached in a bloody stalemate, with neither side able to deliver a knockout blow, while the international community has failed to come up with a plan for ending the violence. Activists on Friday raised the number of people killed in the past 18 months to nearly 30,000. Daily tolls have been rising in recent weeks, with the regime attacking from the air and some rebels using heavy weapons.

The new U.N.-Arab League envoy to Syria, who started his job three weeks ago, said Friday he is not in a rush to devise a new roadmap to peace after his predecessor, former U.N. chief Kofi Annan, failed to get his proposal implemented. "Following the failure of Kofi Annan's six-point plan, I don't think we are capable of withstanding another failure," Lakhdar Brahimi told the Al Arabiya TV station.

Assad, meanwhile, was adamant that the rebels "will not succeed." In comments published Friday, he also said a foreign military intervention such as the one that helped topple Libyan leader Moammar Gadhafi will "not be repeated" in Syria.

Both sides have foreign backers. Assad's allies include Russia and China, along with Iran and North Korea, while the rebels are supported by the U.S. and Western allies, Turkey and several Gulf states, such as Qatar and Saudi Arabia.

On Wednesday, the U.S. Treasury Department identified 117 Iranian aircraft it said were ferrying weapons to the Syrian regime. The department said the planes were delivering weapons and Iranian forces under the cover of "humanitarian" shipments.

Iraq has accepted Iranian assurances that it is not using Iraqi airspace to smuggle weapons into Syria, the Obama administration's choice for ambassador to Iraq, R. Stephen Beecroft, said earlier this week.

Iraq's ban of the North Korean flight came on Thursday, after Pyongyang requested to fly a plane to Syria through Iraqi skies. Government spokesman Ali al-Moussawi confirmed the move a day later, saying it was made over suspicion the plane carried weapons.

Iraqi Prime Minister Nouri al-Maliki, an ally of Iran, has denied that he is allowing weapons trafficking and has said Baghdad will remain neutral in the Syria conflict. Iraq rejects "any arming activities through Iraqi territories or skies," al-Maliki said Friday.

The issue has been an enduring sore point between Baghdad and Washington, raised again in a phone call Friday between al-Maliki and U.S. Vice President Joe Biden. The vice president spoke of the need "to prevent any state from taking advantage of Iraq's territory or air space to send weapons to Syria," the White House said.

Meanwhile in Damascus, Assad lashed out at Gulf countries, which he accused of using their enormous oil wealth to try to drive him from power. He singled out Saudi Arabia and Qatar, among his most vocal critics.

"They think their money can buy geography, history and a regional role," Assad was quoted as saying in the Egyptian weekly Al-Ahram Al-Arabi.

"They are giving terrorists weapons and money with hope of repeating the Libyan model," he added. "Instead of helping regional stability, they are supplying armed elements with weapons and training in order to weaken the Syrian state."

The upheaval in Syria presents an opportunity for the Gulf's Sunni rulers to bolster their influence and possibly leave Shiite powerhouse Iran without its critical alliances that flow through Damascus. Assad's regime is led by the minority Alawite sect, an offshoot of Shiite Islam.

Syrian Information Minister Omran al-Zoebi later told state-run TV that the president had received nine Egyptian journalists and had a chat with them about the latest developments. The minister said none of the journalists took notes as the meeting was considered a "personal visit," but a reporter for Al-Ahram Al-Arabi published some of what was said.

In the meeting with the Egyptian journalists, Assad was also quoted as saying that the only way to solve the Syrian crisis is through "dialogue with the opposition" and that the "door for dialogue is open."

Most Syrian opposition groups reject any talks with the regime, saying they will not accept anything less than Assad's departure from power and the dissolving of his regime's security agencies.

One of the opposition groups, the National Coordination Body for Democratic Change in Syria, on Friday accused the regime of being behind the disappearance of two of its leaders.

Abdul-Aziz al-Kheir and Ayas Ayyash were expected to take part in a conference Sunday in Damascus by some 20 Syrian groups that are calling for Assad to step down. But they disappeared Thursday along with a friend who had picked them up at Damascus International Airport, the group said.

The group's head, Hassan Abdul-Azim, said the regime was believed to be behind the disappearance. The state-run news agency SANA quoted the Interior Ministry as saying "terrorist groups" kidnapped the three, and that a search has been launched.

Abdul-Azim said the opposition wants a "new regime that represents the will of the people." He said his group will go ahead with the conference. The gathering will invite European ambassadors and envoys from China and Russia. Openly disparaging the regime has always been taboo and fraught with danger in Syria, although some have grown emboldened because of the uprising.

Also Friday, the Britain-based Syrian Observatory for Human Rights said nearly 30,000 Syrians have been killed during the conflict. The Observatory's count includes 20,935 civilians; 1,153 army defectors fighting alongside the rebels; and 7,141 Syrian troops fighting for the Assad regime ? which gives a total of 29,229, said the head of the group, Rami Abdul-Rahman.

The list is compiled from reports by witnesses and medical staff, he said, adding that he only includes those identified by name or whose death was authenticated by amateur video. The Syrian military rarely releases figures on troops killed.

Another Syrian opposition group, the Local Coordination Committees, put the overall death toll at 26,405. However, its count does not include Syrian troops killed in battle. The LCC relies on a network of activists in Syria to collect its information.

Activists and pro-government media reported fighting in several locations on Friday, including Syria's largest city, Aleppo, and in the capital Damascus. The state-run news agency SANA said government troops retook the Damascus suburb of al-Hajar al-Aswad.

SANA also said troops found a mass grave containing 25 blindfolded and handcuffed bodies in the al-Qadam suburb of the city. The agency said the dead were people who had been seized by rebels.

The Observatory said 57 civilians were killed across Syria on Friday, including several children who died in regime shelling attacks. The group said 28 Syrian soldiers were also killed.

NEW YORK (AP) ? An oil painting of a Cape Cod autumn scene by Edward Hopper ? one of the last paintings by the American artist remaining in private hands ? will be offered for sale in November for a pre-sale estimate of $8 million to $12 million, Christie's auction house said Thursday.

"October on Cape Cod" will be sold on Nov. 28 as part of Christie's American paintings sale, and will coincide with a major retrospective of Hopper's work at the National Galleries of the Grand Palais in Paris, opening in October.

"He's widely considered one of the greatest early modern American artists. His oils are very rare on the market" since most are in major museum collections, said Elizabeth Sterling, Christie's head of American Art. "It's one of the most important American modern pictures to come on the auction market in the past decade."

Hopper's "Hotel Window" currently holds the record for the artist. It sold for $26.8 million in 2006 at Sotheby's.

Christie's noted that painting had a pre-sale estimate of $10 million to $15 million.

She said "October on Cape Cod" had "tremendous potential" to go over the estimate given that Hopper was not very prolific in oil medium and created one or two works in oil and watercolor a year," said Sterling. "The auction market for American modernism is quite strong."

It is being sold by a private American collector who has owned it for more than a decade.

"It's dated 1946 and the 40s are widely considered his most successful decade. Also it's a desirable subject," added Sterling.

Hopper had a home and studio on Cape Cod and he spent most of his summers on there after 1930. He died in 1967.

The large-scale painting shows a house and small barn from across a road as it might be observed from a passing vehicle. Hopper drove all over the Massachusetts peninsula, frequently drawing and painting from inside his car. It captures the stillness and solitude of Cape Cod out of season.

His paintings are permeated by a sense of isolation and have characteristics of a suspended narrative," which you definitely see in this picture," said Sterling.

It will be exhibited in Hong Kong on Oct. 4-6; Paris on Oct. 16-17; and New York on Nov. 24-27.

Like a spring in a toy car: Catalysis mechanism of cell growth protein Ras clarified

ScienceDaily (Sep. 18, 2012) ? Proteins accelerate certain chemical reactions in cells by several orders of magnitude. The molecular mechanism by which the Ras protein accelerates the cleavage of the molecule GTP and thus slows cell growth is described by biophysicists at the Ruhr-Universit?t Bochum led by Prof. Dr. Klaus Gerwert in the Online Early Edition of the journal PNAS. Using a combination of infrared spectroscopy and computer simulations, they showed that Ras puts a phosphate chain under tension to such an extent that a phosphate group can very easily detach -- the brake for cell growth. Mutated Ras is involved in tumour formation, because this reaction slows down and the brake for cell growth fails.

"Our findings could help to develop small molecules that restore the Ras proteins to the right speed," says Prof. Gerwert. "Such molecules would then be interesting for molecular cancer therapy."

On/off: the Ras code

The Ras protein switches the cell growth off by detaching a phosphate group from the small bound guanosine triphosphate, GTP for short. GTP has three interlinked phosphate groups. If it is present in water, the third phosphate group can split off spontaneously -- even without the help of the protein Ras. This process is very slow though. Ras accelerates the splitting by a magnitude of five, a second protein, called GAP, by a further magnitude of five. What causes this acceleration has now been found out by the Bochum team.

How Ras spans the phosphate chain

Ras brings the chain of three phosphate groups at the GTP into a certain shape. It turns the third and second phosphate group to each other so that the chain is tensioned. "Like winding up a spring in a toy car by turning a screw," explains Prof. Gerwert. "Ras is the screw, the phosphate groups form the spring." The protein GAP tensions the spring further by also turning the first phosphate group against the second. In this way, the GTP gets into such a high-energy state that the third phosphate group can easily detach from the chain -- like when the toy car drives off spontaneously after winding up the spring.

Infrared spectroscopy: high resolution, but only to be interpreted indirectly

The results were obtained by the Bochum researchers using the time-resolved fourier transform infrared spectroscopy (FTIR) developed at the Institute of Biophysics. With this technique, the scientists track reactions and interactions of proteins with high spatial and temporal resolution; much more precisely than using a microscope. "However, the spectroscopy does not deliver such nice pictures as a microscope, but only very complex infrared spectra," explains PD Dr. Carsten K?tting. "Like a secret code that has to be deciphered."

Quantum chemical simulations

To this end, Till Rudack simulated the protein responses on modern computing clusters and calculated the corresponding infrared spectra. Due to the enormous computational effort, large molecules such as a complete protein cannot currently be reliably described using these so-called quantum mechanical simulations. Therefore, the researchers limited their analysis to GTP and the part of the Ras or GAP protein that interacts directly with GTP. They described the rest of the proteins with a less elaborate molecular dynamics simulation. "When bringing together all the different simulations, it is easy to be led astray," says Till Rudack. "Therefore you have to check the quality of the results by comparing the simulated with the measured infrared spectra." If the spectra obtained with both techniques match, the structure of proteins can be determined to an accuracy of a millionth of a micrometre. This was the case in the Bochum study.

Potential uses for cancer therapy

Molecular cancer therapy is already used successfully with diseases such as chronic myeloid leukemia (CLM) in the form of the drug Gleevec. Molecules with a similar effect against the mutated Ras protein have not yet been found. "Since we are now able to investigate the reactions of the Ras protein with significantly better resolution, new hope is forming that it will be possible to defuse the mutated molecule using drugs such as Gleevec and restore the rhythm of the cell" says Gerwert.

Trying to recover, Romney says he is poor Americans' best bet

ATLANTA (Reuters) - Mitt Romney said on Wednesday he would do a better job of helping the poor than President Barack Obama as the Republican tried to recover from a secret video that showed him dismissing nearly half the electorate as dependent on government help.

Romney has sought to make the November 6 election a referendum on Obama's economic stewardship, but over the past week the spotlight has been fixed firmly on his own missteps - most recently a video that shows him writing off Obama supporters.

Romney hopes to recover by framing the presidential election as a choice between big government and economic growth. At an Atlanta fundraiser, Romney said he wants to spur job creation by encouraging private enterprise.

"The question in this campaign is not who cares about the poor and the middle class. I do, he does," Romney said, jabbing the podium with his index finger and his voice rising with emotion.

"The question is who can help the poor and the middle class. I can, he can't and he's proven it in four years," he said.

Romney's campaign argues that Obama has presided over a stagnant economy, forcing more Americans to rely on food stamps and other government assistance.

The video, recorded in May at a luxurious Florida home, shows Romney telling wealthy campaign donors that 47 percent of Americans will back Obama no matter what. "I'll never convince them they should take personal responsibility and care for their lives," he says.

The remarks fed into a perception that multimillionaire Romney has battled throughout the campaign: that he is insensitive to the struggles of less-wealthy Americans. They drew condemnation from Democrats and an array of Republicans, including congressional candidates and conservative columnists.

In an apparent attempt to deflect attention from the video, Republicans are pointing to a recording that surfaced this week of Obama discussing his belief in "a certain level" of wealth distribution.

"Mitt Romney and I are not running to redistribute the wealth. Mitt Romney and I are running to help Americans create wealth," Romney's vice-presidential running mate Paul Ryan said at a campaign event in Danville, Virginia.

Romney had hoped to spend the week fleshing out his plan to bolster the economy until the video went viral on Monday and pushed the campaign into damage-control mode. It came on the heels of a Politico report about dysfunction in his campaign and a statement on strife in the Middle East that was widely criticized as unstatesmanlike.

REPUBLICAN ANGST

Republicans worry that their presidential candidate may not be able to recover in the seven weeks before the election.

"There is a broad and growing feeling now, among Republicans, that this thing is slipping out of Romney's hands," Wall Street Journal editorial writer Peggy Noonan wrote in a blog post. "It's time to admit the Romney campaign is an incompetent one."

A Reuters/Ipsos daily tracking poll showed Obama leading Romney 48 percent to 43 percent among likely voters. Among all registered voters, Obama led 49 percent to 38 percent.

Romney already faced a more difficult path to victory as he can count on fewer sure wins among the 51 state contests that determine the outcome of the election. Across the handful of states that remain competitive, Obama holds an advantage of 48 percent to 46 percent, according to a USA Today/Gallup poll.

Most polls have yet to reflect fallout from Romney's comments, which were released by the liberal magazine Mother Jones.

In the video, Romney gave voice to a conservative preoccupation that the expansion of income-tax breaks and the growing reach of government benefit programs risk dividing the country into "makers" and "takers."

Romney lumped all Obama supporters into the latter group.

Romney was referring to the 46 percent of U.S. households that paid no income taxes last year and the 49 percent that received some form of government benefit, from housing assistance to Social Security pensions. Those two groups include many Republican voters whose support Romney will need to win the White House.

The decision on Tuesday by U.S. District Judge Susan Bolton is the latest milestone in a two-year legal battle over the requirement. It culminated in a U.S. Supreme Court decision in June that upheld the provision on the grounds that it doesn't conflict with federal law.

Opponents who call the requirement the "show me your papers" provision responded to the Supreme Court decision by asking Bolton to block the requirement on different grounds, arguing that it would lead to systematic racial profiling and unreasonably long detentions of Latinos if? enforced.

Other less controversial parts of the law have been in effect since July 2010, such as minor changes to the state's 2005 immigrant smuggling law and a ban on state and local government agencies from restricting the enforcement of federal immigration law. But those provisions have gotten little, if any, use since they were put into effect.

Despite the decision that lets Arizona's questioning requirement take effect, some backers of the law questioned the level of cooperation they will get from federal immigration agents, who will be called to verify people's immigration status and be responsible for picking up illegal immigrants from local officers.

High court strikes down parts of Ariz. immigration law

Federal immigration officers have said they will help, but only if doing so conforms to their priorities, including catching repeat violators and identifying and removing those who threaten public safety and national security.

If federal agents decline to pick up illegal immigrants, local officers in some cases will likely have to let them go unless they're suspected of committing a crime that would require them to be brought to jail.

To the supporters of Arizona's law, the questioning requirement was the most salient part of the statute, whose stated purpose was to make attrition through enforcement the state's immigration policy. Immigrant rights groups believe the requirement presented the most opportunities for civil rights abuses.

Among the opponents of the law was the Obama administration, which filed a challenge that led to the most controversial parts of the statute being put on hold.

Shortly before the law was to take effect in July 2010, Bolton prevented police from enforcing the questioning requirement and other parts of the statute, ruling the Obama administration would likely succeed in showing federal law trumps the state law.

Gov. Jan Brewer, who signed the measure into law, appealed the ruling, lost at the 9th Circuit Court of Appeals and took her case to the Supreme Court. The Obama administration failed to persuade the nation's highest court to strike down the questioning requirement on the argument that federal law trumps the state law.

A coalition of civil rights, religious and business groups then asked Bolton in July to prevent police from enforcing the questioning requirement. They offered different reasons in trying to put the brakes on the provision.

This time, the opponents sought to block the provision by arguing that Latinos in Arizona would face systematic racial profiling and unreasonably long detentions if that section is enforced.

Lawyers for Brewer urged the judge to let the requirement go into effect. They argued that the law's opponents were merely speculating in their racial profiling claims, that police have received training to avoid discriminatory practices and that officers must have "reasonable suspicion" that a person is in the country illegally to trigger the requirement.

Bolton denied the coalition's request on Sept. 5.

I've often heard the phrase, "He/she doesn't look like a fighter!" This comes up especially before women's fights, when Ronda Rousey's cover girl looks are cited as a reason to be shocked that she can rip your arm off. I hear it about Georges St-Pierre, who could easily find another career on a runway. UFC president Dana White brought it up recently when he criticized Roy Nelson's mullet, beard and belly.

But the thing about MMA is that outside making weight the day before a fight and passing a ton of medical tests, there are no physical requirements to step in a cage. While fighters look like this:

There is no one way to look, act or sound like a fighter. The diversity within mixed martial arts is something to be celebrated, not criticized.

Everton, Newcastle draw 2-2 in Premier League

LIVERPOOL, England (AP) - Everton was held to a 2-2 draw by Newcastle in the Premier League on Monday after having a goal disallowed despite the ball appearing to cross the line before being cleared.

The score was 1-1 when Everton forward Victor Anichebe's header hit the underside of the crossbar and the ball seemingly dropped over the line before defender Mike Williamson kicked it away in the 78th minute.

"It's a difficult call, but if you're a linesman on the goal line you would hope you would see if the ball goes over the line - that's your job," Everton manager David Moyes said.

Anichebe looked to have rendered the decision meaningless when he made it 2-1 in the 88th, but second-half Newcastle replacement Demba Ba scored the second of his two goals less than 2 minutes later.

"It was good to get a draw because it was difficult," Ba said. "Last season here it was very difficult, and tonight the first half was the same. But the second half was very different."

Ba scored in the 49th to cancel out Everton defender Leighton Baines' 15th-minute opener.

MADRID (AP) - A late error by Valladolid goalkeeper Jaime Jimenez gave Real Betis a 1-0 road victory in the Spanish league Monday.

Jimenez let an easy ball slip from his grasp in the 89th minute, allowing Betis striker Ruben Castro to take advantage for the late winner.

It was Betis' first match in three weeks because of the international break, plus its game against Atletico Madrid being rescheduled because of the European Super Cup.

Valladolid endured a second straight loss after starting the season with two victories.

Betis is six points behind leader Barcelona.

BERLIN (AP) ? German Chancellor Angela Merkel is digging in her heels on plans for a new European banking supervisor, insisting Monday that they must not be rushed and that she sees no need for joint European deposit insurance.

Creating a banking supervisor is a key part of Europe's attempts to end its three-year debt crisis, partly because it has to be in place before other measures can be considered.

These include a Europe-wide deposit insurance scheme; a single method for winding down bankrupt banks; and allowing the European bailout fund to directly help banks in trouble, relieving the financial risk such rescues to individual states.

But the European Commission, the EU's executive, has irked Berlin with plans to have the new supervisor oversee every bank in the eurozone, rather than just the biggest, and to have it start work at the beginning of 2013.

"If it's Sept. 15 today and we're just starting the discussion, it is relatively unlikely that, on Jan. 1, a functioning authority will be standing where we don't even have a decision on the building plans," Merkel said at her annual summer news conference.

"What has always hurt us in Europe, particularly with the financial markets, is when we have made announcements that in the end couldn't be implemented," she insisted. "This must take the time needed to secure good quality."

Merkel cautioned against rushing the process simply to hasten the day when struggling banks will be able to get aid directly from the ?500 billion ($656 billion) bailout fund, the European Stability Mechanism.

She insisted that Europe must keep to its agreement that the new supervisory system be put in place before the ESM is allowed to help banks directly? "that is the sequence and it is indispensable to keep to it."

Merkel also balked at the idea of a region-wide depositors' insurance plan. Germany's public-sector savings banks and cooperative banks have urged her to block it, arguing it would come at their expense.

The chancellor said she favors harmonizing deposit insurance standards, but "the question of a common deposit insurance does not arise for me, so we don't need to discuss it at the moment."

Asian stocks pause as Fed measures boost fades

HONG KONG (AP) ? Asian stocks were muted Monday as the boost faded from the Federal Reserve's announcement last week of new measures to energize the U.S. economy.

Oil rose while the dollar remained near a four-month low versus the euro as investors bet that the Fed's plan to keep interest rates low and spend billions buying securities would result in better returns on commodities.

Hong Kong's Hang Seng was down 0.1 percent at 20,603.00 and South Korea's Kospi slipped 0.4 percent to 1,999.44.

Australia's S&P/ASX 200 edged 0.1 percent higher to 4,395.00. Mainland China's Shanghai Composite Index fell 0.8 percent to 2,095.48.

Benchmarks in Singapore, Taiwan and New Zealand rose. Markets in Japan were closed for a holiday.

Global stock markets rallied late last week after the Fed announced it planned to buy $40 billion of mortgage bonds a month for as long as necessary as part of a strategy known as quantitative easing aimed at encouraging people to borrow money and spend it.

While investors were still in the mood to take on more risk, "the risk of profit taking has grown given the pace and magnitude of recent moves," strategists at Credit Agricole CIB said in a research note.

In the U.S. on Friday, the Dow 0.4 percent to close at 13,593.37. The broader Standard & Poor's 500 rose 0.4 percent 1,465.77. The Nasdaq composite index climbed 0.9 percent to 3,183.95.

Crude for October delivery was up 21 cents to $99.21 a barrel in electronic trading on the New York Mercantile Exchange. The contract finished up 69 cents to $99 per barrel in New York on Friday.

In currencies, the euro rose to $1.3124 from $1.3117 late Friday. The dollar fell to 78.22 Japanese yen from 77.30 Japanese yen.

Say hello to a new way to sell your cellphone

Been thinking of?upgrading to a new cellphone? You may be in luck. Almost 150 new, artificially intelligent kiosks that buy back people's old cellphones have been installed in malls in several U.S. states. Users get cash for their phones, while the unwanted devices get a second life, which keeps the phones' toxic metals out of landfills.?

EcoATM founder Mark Bowles came up with the idea after reading that only three percent of people worldwide have ever recycled a cellphone, he told InnovationNewsDaily. "I thought about my own case. Why didn't I do it?" he said. "I didn't know where to do it and I didn't have an incentive."?

EcoATM aims to answer both problems by putting recycling kiosks "in people's normal paths" and by giving people an alluring reward: "Immediate cash, on the spot," Bowles said.

To use an ecoATM machine, users place their unwanted devices on the machine's scanner. EcoATMs deploy computer vision and artificial intelligence to recognize more than 4,000 makes and models of phones, chargers and other accessories. The machines also assess damage to the devices, sorting them into one of eight categories of conditions. [Do-It-Yourself Cat Door Recognizes Your Feline]

From there, the computer system estimates a value for the device. Possible payouts range from $1 to $250, according to the ecoATM website. Users who want to go through with the trade choose either cash or store credit, or donate the value to one of several charities.?

On the other end of the trade, ecoATM has relationships with international companies that have pre-bid on phones in different conditions. Those partners resell phones in good condition, mostly to American customers, Bowles said. Three-quarters of the phones ecoATM processes are reused, according to the company. The other 25 percent are recycled for their precious metals and electronic components.

"The ecoATM project is an extremely innovative way to motivate the public with an incentive to do the right thing with discarded electronics, both socially and environmentally," Glenn Larsen, an officer who oversees National Science Foundation grants to ecoATM,?said in a statement.?The foundation has supported ecoATM with two grants for small businesses. EcoATM is otherwise funded by private investors.?

Getting a computer program to distinguish between phones was no easy feat, Bowles said. "A lot of these phones are just a dark sheet of glass that's a rectangle," he said. In addition, blemishes to the phones' screens, such as smudgy fingerprints and cracked glass, will look similar to a computer program, even though they mean very different things for the valuation of the phone, he explained.

To make its judgments, the ecoATM kiosk subjects each phone to a series of visual tests, lighting the phone in different ways. It also asks users to plug in their phones for an electronic evaluation, after automatically offering users the correct plug.

EcoATM's computer algorithms accurately recognize phone models and classify damage 97.5 percent of the time, according to the National Science Foundation. The algorithms are able to learn from mistakes, so that number may improve in the future. The company plans to continue researching how to improve accuracy.?

EcoATM's?kiosk locator?lists almost 150 locations in Washington, California, Colorado, Texas, Georgia and on the East Coast. The company plans to have 300 machines in place by the end of the year.

Kolb throws, runs for TDs as Cards top Pats 20-18

FOXBOROUGH, Mass. (AP) ? Stephen Gostkowski lay face down on the field after missing a shot at a winning field goal. On the sideline, Kevin Kolb and the Arizona Cardinals celebrated their victory.

The most accurate kicker in New England Patriots history sent a 42-yard attempt wide to the left on the next to last play ? after making three longer field goals ? and the Cardinals held on for a 20-18 win on Sunday.

"Nobody really gave us a chance," said Arizona coach Ken Whisenhunt, whose team was a two-touchdown underdog, "but our guys believed they could do it and it's great to see them operate that way."

Backup quarterback Kolb did his part by throwing for one touchdown and running for another. Arizona's defense contributed by sacking Tom Brady four times. And the special teams came through with a blocked punt that set up a touchdown.

"We knew what kind of game this was going to be," said Kolb, filling in for John Skelton, who sat out with a sprained right ankle. "We've been kind of stressing it all week, stay patient, don't get greedy."

The Patriots began their final possession after Vince Wilfork recovered a fumble by Ryan Williams at the Cardinals 30-yard line with 1:01 left. A 30-yard run into the end zone by Danny Woodhead was nullified by a holding penalty against Rob Gronkowski. New England then moved to the 24 before Tom Brady spiked the ball to stop the clock with 6 seconds remaining.

But Gostkowski sent his kick to the left, just as Billy Cundiff did facing the same goal post on a 32-yard attempt with 11 seconds left in the Patriots 23-20 AFC championship win over Baltimore last season. They visit the Ravens next Sunday.

"I had a chance to win and it came down to me and I didn't pull through, and it stinks," said Gostkowski, who had been 3-for-3 in his career on field goal attempts in the final two minutes with a chance to tie or win a game.

Coach Bill Belichick placed the blame on the entire team.

"There are a lot of things we could have done better today all the way around, all of us," he said. "Plenty of mistakes out there."

The Cardinals (2-0) have won nine of their last 11 games.

The Patriots (1-1) suffered a big loss when tight end Aaron Hernandez, their most versatile offensive player, hurt his right ankle in the first quarter. He left Gillette Stadium wearing a walking boot and carrying crutches. The Patriots gave no update on the injury.

"Aaron's in there almost every play," wide receiver Wes Welker said, "so it changes quite a bit."

Kolb overcame a shaky start and then threw a 2-yard touchdown pass to Andre Roberts 6 minutes into the third quarter after Quentin Groves blocked a punt. Then Kolb ran for a 5-yard score on the third play of the fourth as the Cardinals took a 20-9 lead.

"It's not like we played the perfect game. So, we have a lot to improve on," Kolb said. "If you can get those ugly wins checked off in the win column, that's big."

With the Patriots trailing 20-12 after Gostkowski's 53-yard field goal, Brady led his best drive of the game. He completed eight of 10 passes for 82 yards, capped by a 5-yard touchdown throw to Gronkowski, making it 20-18 with 2:06 left. But his pass to Gronkowski for a 2-point conversion was broken up by Kerry Rhodes.

The loss was the first in 11 home openers since the Patriots moved into Gillette Stadium in 2002. The Cardinals ended a five-game losing streak against the Patriots, beating them for the first time since Sept. 29, 1991.

The Patriots made numerous uncharacteristic mistakes. Patrick Peterson intercepted Brady on the Patriots' first offensive play and the Cardinals blocked a punt by Zoltan Mesko, the first time that happened to him in 122 punts as a pro.

That block gave Arizona the ball at the Patriots 2. After Williams ran for no gain and Kolb threw an incompletion, the quarterback hit Roberts on a quick slant for the touchdown.

The teams were tied at 6 after a lackluster half in which Jay Feely kicked field goals of 38 and 47 yards before Gostkowski tied it with kicks of 46 and 34 yards.

Brady completed 28 of 46 passes for 316 yards and extended his streak to 34 games with at least one touchdown pass, fourth-best in NFL history. But the Patriots were content to let Gostkowski try a 42-yarder at the end as Brady took a knee on two straight plays to run time off before spiking the ball.

"It's just a decision that coach (Belichick) makes," Brady said. "We shouldn't have been leaving it up to that particular situation. We were fortunate to get that defensive turnover there late. We just came up short."

Kolb completed 15 of 27 passes for 140 yards with one sack and no interceptions, and that was good enough to pull off the upset.

"Coming down here to get a W can definitely propel our season to the next level," Peterson said. "Some guys in the locker room described it as a statement game. But we'll have to wait and see what the rest of the season has for us."

NOTES: Welker became the Patriots all-time leading receiver with 562 catches after making five on Sunday. He began the day tied with Troy Brown at 557. ... The Consumerist ? State Insurance Regulators Don't Always Have ...

Earlier this week, the Dept. of Health And Human Services announced that consumers had saved $1 billion thanks to a condition of the Affordable Care Act that requires state insurance authorities to review health insurance premium increases of at least 10%. But in some states, those reviews are merely a formality that have no ability to rein in insurance premiums.

California is one of the 13 states where these mandated rate reviews are not binding.

?At the end of the day, the companies can tell us to pound sand,? the California insurance commissioner tells MarketWatch. ?It?s very frustrating. Frankly, our hands are tied behind our back.?

In April, the commissioner's review of Aetna's small-employer rate hikes -- ranging anywhere from 8% to 21% -- were unreasonable, which didn't seem to matter to the insurance company as it moved forward with the increases.

?I have no authority to actually enforce a reasonable rate here,? explained the commissioner, as he presumably started his day pushing a boulder up a hill. ?At the end of the day, the health insurers and HMOs have the ability to set the rates wherever they see fit.?

The commissioner says that he's only be able to achieve even "modest moderation" of insurance rates in fewer than half the cases he deemed excessive.

If the authority of these reviews is not uniformly set, this allows insurance companies to make up for nixed rate hikes in one state by simply raising rates in a state where the review is not binding.

For some reason, HHS thinks that consumers in these states aren't at risked for being screwed. From MarketWatch:

[HHS] says that if carriers implement increases that fly in the face of the department?s or a state?s findings, they must publicly disclose their reasoning for raising the rates, which should help consumers make more informed choices when selecting health plans. ?By shining a spotlight on unreasonable rate increases, the Affordable Care Act will bring unprecedented transparency to the insurance marketplace,? the HHS said in a statement.

These reviews currently only affect individual and small-group policies, which is a minority of insured consumers. However, they are going to become more important when the Affordable Care Act requirement for all Americans to have some sort of insurance kicks in.

Monozygotic twins have almost identical faces and siblings usually have more similar faces than unrelated people, implying that genes play a major role in the appearance of the human face. However, almost nothing is known about the genes responsible for facial morphology in humans.

This study, carried out on behalf of the International Visible Trait Genetics (VisiGen) Consortium, used head magnetic resonance images together with portrait photographs to map facial landmarks, from which facial distances were estimated. The researchers then applied a genome-wide association (GWA) approach, with independent replication, to finding DNA variants involved in facial shapes in almost 10,000 individuals.

Three of the five genes identified have been implicated previously by other approaches in vertebrate craniofacial development and disease; of these three, one was reported to be involved in facial morphology in a GWA study on children published earlier this year. The remaining two genes potentially represent completely new players in the molecular networks governing facial development.

Professor Manfred Kayser from the Erasmus University Medical Center, Rotterdam, The Netherlands, the leading author of the study, said: "These are exciting first results that mark the beginning of the genetic understanding of human facial morphology. Perhaps some time it will be possible to draw a phantom portrait of a person solely from his or her DNA left behind, which provides interesting applications such as in forensics. We already can predict from DNA certain eye and hair colours with quite high accuracies."
